I have the honour to acknowledge

the receipt of Your Lordship's Confidential Despatch of

the 11th. ultimo, transmitting correspondence with the

Foreign Office on the subject of the refusal of the

Governor-General of the Liang Kuang Provinces to surrender

a native of the New Territories of this Colony who is

charged with murder in British Territory.

I desire in the first place to

remove the misconception contained in the penultimate

paragraph of Sir F. A. Campbell's letter No. 1962/10 of the

25th. of last January. It does not appear to be fully

understood that Liang Tou, the fugitive offender in

question, was arrested by the Chinese Authorities in the

San On District at a distance of some 80 miles from

Canton, and was lodged in the gaol of the San On District

Magistrate at Nam Tau, where he has been ever since, and

now
